Why does my 1996 Mazda Protege LX idle loud?

When I start my car my car rpms go up to 4000 then after 10 mins, they go down to 1000 but once they go down to that they start going up and down. Also when I pull my gas pedal back since I think this has something to do with it, my car cuts off. What could this mean?
